The purpose of this recommended practice is to monitor the impacts of meteorological drought on natural vegetation (rainfed, rangeland & forest). Availability, simplicity, free of charge data, good research literature and citation, minimum requirements of inputs are the main criterion, which has been considered to define the methodology.

Two-weeks normalized Differenced Vegetation Index (NDVI) composits based on 250m MODIS data are freely available for download from the MODIS/NDVI Time Series Database from the Global Agriculture Monitoring (GLAM) Project provided via the website of Geographic Department of Maryland University. The Data Access App provides easy access to the data for different regions including Iran (cf. figure below). the Maximum Value Compositing (MVC) procedure was applied to derive the two-weeks composits. The resulting geotiff images are greyscale images using the formula ndvi_byte = (ndvi_raw * 200.0) + 50.0. Values below or equal 50 or larger than 250 indicate bad/missing data, which are masked in the geotiff V2 images. Additionally, two products come with a water mask: V2-WM1 using the MOD12Q1 watermask, and V2-WM2 using the MOD44W watermask; in both cases the value 253 indicates water.

IDLWAVE is a package which supports editing source files written inthe Interactive Data Language (IDL), and running IDL as an inferior shell1. It is a feature-rich replacement for the IDLDEdevelopment environment included with IDL, and uses the full power ofEmacs to make editing and running IDL programs easier, quicker, and morestructured.

IDLWAVE consists of two main parts: a major mode for editing IDLsource files (idlwave-mode) and a mode for running the IDLprogram as an inferior shell (idlwave-shell-mode). Althoughone mode can be used without the other, both work together closely toform a complete development environment. Here is a brief summary ofwhat IDLWAVE does:

Before IDL 6.2, the HTML help was not distributed with IDL, and was notpart of the standalone IDLWAVE distribution, but had to be downloadedseparately. This is no longer necessary: all help and routineinformation is supplied with IDL versions 6.2 and later.

Completion is not a blocking operation; you are free to continueediting, enter commands, or simply ignore the *Completions*buffer during a completion operation. If, however, the most recentcommand was a completion, C-g will remove the buffer and restorethe window configuration. You can also remove the buffer at any timewith no negative consequences.

IDLWAVE derives its knowledge about system routines from the IDLmanuals. The file idlw-rinfo.el contains the routine informationfor the IDL system routines, and links to relevant sections of the HTMLdocumentation. The Online Help feature of IDLWAVE requires HTMLversions of the IDL manuals to be available; the HTML documentation isnot distributed with IDLWAVE by default, but must be downloadedseparately.

The HTML files and related images can be produced from theidl.chm HTMLHelp file distributed with IDL using the freeMicrosoft HTML Help Workshop. If you are lucky, the maintainer ofIDLWAVE will always have access to the newest version of IDL and provideupdates. The IDLWAVE distribution also contains the Perl programget_html_rinfo which constructs the idlw-rinfo.el file byscanning the HTML documents produced from the IDL documentation.Instructions on how to use get_html_rinfo are in the programitself.

If you run Emacs directly as an Aqua application, rather than from theconsole shell, the environment is set not from your usual shellconfiguration files (e.g., .cshrc), but from the file/.MacOSX/environment.plist. Either include your path settingsthere, or start Emacs and IDLWAVE from the shell.

The purpose of this License is to make a manual, textbook, or otherfunctional and useful document free in the sense of freedom: toassure everyone the effective freedom to copy and redistribute it,with or without modifying it, either commercially or noncommercially.Secondarily, this License preserves for the author and publisher a wayto get credit for their work, while not being considered responsiblefor modifications made by others.

We have designed this License in order to use it for manuals for freesoftware, because free software needs free documentation: a freeprogram should come with manuals providing the same freedoms that thesoftware does. But this License is not limited to software manuals;it can be used for any textual work, regardless of subject matter orwhether it is published as a printed book. We recommend this Licenseprincipally for works whose purpose is instruction or reference.

If you publish or distribute Opaque copies of the Document numberingmore than 100, you must either include a machine-readable Transparentcopy along with each Opaque copy, or state in or with each Opaque copya computer-network location from which the general network-usingpublic has access to download using public-standard network protocolsa complete Transparent copy of the Document, free of added material. If you use the latter option, you must take reasonably prudent steps, when you begin distribution of Opaque copies in quantity, to ensurethat this Transparent copy will remain thus accessible at the statedlocation until at least one year after the last time you distribute anOpaque copy (directly or through your agents or retailers) of thatedition to the public.

If your document contains nontrivial examples of program code, werecommend releasing these examples in parallel under your choice offree software license, such as the GNU General Public License,to permit their use in free software.
